It is a green dog with big plastic eyes, little orange freckles, a little white tongue, and a plaid scarf. At one point he had a hat. He has no tags and I can't find him online anywhere. He was a gift from my grandfather.

I do believe you will not find much on this stuffed toy at all. The scarf around his neck is typical of scarfs used during the holiday season. Toys are this are made for companies to sell during the holidays. They have sold them in a lot of major department stores and also local stores like Target, and Wallmart.
It will be very hrd to find whta this is. It might even be home-made.
It is not a recognizable cartoon character or toy line.
Was your grandfather an immigrant from somewhere? YOu could, let's say he was Polish, look at what cartoons or toys they had popular in his day, maybe he is one of those.
