Stiletto Fly (named for the obvious stiletto heel body shape)
Harmless to humans
Predates on other insects. Larvae live in the soil and decaying vegetation; predate on other soil insects such as maggots, beetle larvae, etc. Closely related to robber flies (also predators) which are much more common.
