It could be an emerald gem plant.
Hmmm...are the leaves thin-ish and when you rub them between your fingers do they smell fragrant? It looks a lot like a very pot bound basil plant.
I tried rubbing the leaves and smelling it but theres no fragrance. The leaves are a bit waxy and not too thin to the touch.
It may be time to call in the experts. If you are in the US, ask your local home extension office to help:

I think it looks like basil as well that was my guess.
