I am not usually puzzled by plates/cake stands/service pieces but this one is a mystery.
I am not sure if it is 1940s transfer-ware piece or a newer piece made to look old or if it is a studio (someone's home project).
Even my place of last resort, Replacements.com did not have anything on their public site to help -- I did a reverse image there and it came up with some similar, but nothing exact.
Perhaps when the world returns to our new normal, you can contact Replacements and see if they can assist you.
There is always a possibility that this is a handmade or studio piece and someone just marked it ALBA to give it the "cache" of being something it is not, in which case if you are trying to sell it you could call it an OOAK (one of a kind) piece and price it any way you want because there will be no com parables! Sometimes that works in a sellers favor, sometimes not.
