I have a popping and crackling noise near a wall outlet, that keeps going on and sometimes sounds like water dripping at a fast pace. I turned the breakers off, so basically killed all power to the house. That should have killed the noise if it was the socket, but it's still going. There is an outside faucet about 7 inches from my inside outlet.

Have you checked the faucet outside to see if it is dripping or running? A running faucet can sound like it is inside the house.
You may have a leak in the wall. Call a plumber
This sounds like water is dripping on the electrical wires which is dangerous and can cause a short or fire in your home. The only way to find out for sure is to turn off the electrical breakers in your home, remove the outlet, check for water at the outlet, and look behind the wall and see if it's wet.
