Have you checked the faucet outside to see if it is dripping or running? A running faucet can sound like it is inside the house.

• You have turned off your electricity but still hear the noise so perhaps you should try to find out how to turn off your water supply to your house.
• Have you had freezing weather lately? If outside faucets are not protected they can freeze and cause a lot of damage.
• Perhaps you or someone can check the area around the outside faucet to see if there are any signs of a busted pipe.
• Most likely this is your problem and you will need some one check what repairs will need to be done.
• If you are renting, then you should contact your landlord about this as you may not be able to use your water until it is repaired.

• Busted pipes can be very expensive to repair as well as create a huge water bill.

This sounds like water is dripping on the electrical wires which is dangerous and can cause a short or fire in your home. The only way to find out for sure is to turn off the electrical breakers in your home, remove the outlet, check for water at the outlet, and look behind the wall and see if it's wet.

If this is the case, then you'll need a plumber to come in and replace the pipes behind the wall.
