I was given a beautiful porcelain, blue eyed, blonde doll and would like info on it. The marking on the back of its neck looks like D over M 1995.

I dont recognize the symbol, but 1995 is not an old doll. It is probably not worth much.

The picture is very blurred so that also makes it difficult to check.
I would recommend you take a few more pictures and present your question to a doll forum as these people see these different symbols all the time and can probably give you some answers.
If the image had been clearer it would have made it easier to do a search for the doll. Unfortunately, it isn't possible to find out much about this doll because of the photo.
The only thing you can do is upload a new image that is very clear or take a few good photos and contact a lady on eBay who might possibly be able to assist you to find out the origin of the doll.
There are a few websites online that I have searched for this symbol, but it hasn't revealed the name of the doll maker. Maybe it is because the symbol is blurred and really hard to make out. But normally you can get a good idea from your image. I didn't find any symbols that came close to what is in your picture.
I had hoped from the description it would be Danbury Mint and an easy look...but sadly it wasn't as their logos don't look at all like the one you are showing (sad face)!
She is quite lovely and I am assuming that the 1995 is her "birth" year, which makes her of the "new" (not an antique) genre of dolls.

Also, you can do what I do when I am learning about something I need to know...by showing her to everyone you know and putting her picture on every doll site out there. I do this because everyone has their own little niche and someone may recognize her immediately.
This one is a little bit of a challenge because there have been millions of dolls made around the world (a glut in the 1980s and 1990s)...and finding the right person the first time out is a little like finding a needle in a haystack :(
If you are trying to sell her (once you know here lineage/name) you can value her by looking at eBay SOLD auctions and see what people are getting for her.
Only use sold because that tells you what someone has paid...active auctions only tell you what the seller things she is worth...which could be a million dollars and totally not going to happen (sad face).
One last thing to remember is value is different from profit...value is what you can charge (knowing people paid that actual amount); profit is how much you will actually make--usually two different things if you are paying fees to sell, like online or on consignment. Buyers typically pay postage and dolls are so fragile that they must be packed VERY well so they get there in one piece. Nothing worse than having a lovely get smushed by the USPS (yes, it happens all the time sadly). Sometimes even when the package is wrapped tighter than Fort Knox.
