There is a company called C Paul. I found two dolls being auctioned off in Australia for $25. www.allbids.com.au/
She is quite lovely. I believe this is by the maker (company) PAUL ALBERON, and the Paul himself designed this one. There were other artists that designed dolls or the company. If I remember correctly, their style was dolls with ringlets, like yours.
That said, I wasn't able to find an exact match to her to give you a value if that is what you are looking for on her.
Generally dolls from this company sell between $5 and $50 (so they are all over the place on prices).
She is unusual, so you would really need to find an exact match to her sold on eBay or another auction site in order to get today's current market value.
