Definitely looks like a beetle but the picture is not clear enough to identify the name.
You will need a better closeup picture for identification
Some beetles are not very harmful but since you do not know which one you have it would be a good idea to take several better pictures and send them to you county extension agency for identification. They are familiar with your area and will be able to offer suggestions on how to handle this problem as some beetles can be very destructive.
They need good pictures as several beetles are 'look alikes' and they need to be able to count the legs, etc. so take several pictures. Be sure to find your agency from the link below.
The image is not that clear but it looks like a small water beetle.
