I cant find anything like it online. It is unique and probably worth a lot. I would take it to a dealer

This is very cool. I have never seen anything like it. I have a feeling this is a handyman (or handygal) DIY special project.
My thought is someone liked the chair and wanted to make it a modified bouncy chair--perhaps to nurse a baby or just to relax in on the porch (maybe they had no room for a rocker's footprint) so they used industrial springs to convert it.
My thoughts are it would not be considered safe to make and manufacturer a chair like this. I am trying to gauge the age of the chair--paddle arm chairs have been popular many times in history with a big influx from the 1930s to 1960s. This one looks like maybe 1940s.
While safety standards in this time period were not like they are today, I still can't see a company making something like this...it seems dangerous to the feet, cat and dog tails too.
I could be way off here. This is just my gut feeling. If you have a good and reputable vintage furniture dealer in your town, take the photos to them and get their take on it.
