Does anyone recognize this manufacturer from the tag? The fawn is old, has glass eyes and a stitched nose. It is about 12 tall. I can't make out the threadbare tag, however.

I would start your research with Character Novelty Co. They made some of the early Bambi plush. Does your have wire legs?
The tag says Designed by Character Co. Norwalk, Connecticut. In 1932, Caesar Mangiapani and Jack Levy opened up the Character Novelty Co.
It looks like everyone agrees that your 'fawn/Bambi?' was made by the Character Novelty Co. who sold to all the large and small stores that sold toys.
Yours was made somewhere between 1945-1955 as this was the period of time that Character Novelty Co. placed glass eyes on many of their stuffed animals.
This company used a unique way of putting some of their plush animals together; here is how they describe the procedure:
"a wire framework on the inside of the yarn material that would fill out the soft body of the plush animal.
Here is an article about the company and has pictures of some of the animals they made:

This manufacturer is out of business. I checked companies that make stuffed toys today and none start with C. Good luck.
That tag is Character. Made in USA
We recently bought a house and found a trunk full of old stuffed toys one which has the exact same tag just not frayed
