I think it is a decorative tulip to put in a vase.

A lovely wand! Versatile wand could be used for pageant, wedding, for a costume, prop, home decor & etc.
If I google the business name CamingHG, I see all sorts of products being sold on Amazon. They manufacture wands, scepters, crowns and other decorative items for parties. So I would guess it was something like that, maybe a favor for a fancy costume party or wedding.
I didn't see anything similar to your tulip online. Most of them seem to be gem encrusted or made of shiny metal.
I think it would be beautiful displayed in a vase.
