This might be the initials of the person who painted it.
I think your gnome was probably a craft project by someone who put their initials on it. They could have been part of a craft group and needed to identify their piece or possibly an individual crafter that signed their work.
I have seen these molds for sale and these were very popular some years ago when making handmade ceramics was the "in" thing.
Seemed everyone wanted to own a kiln of their own but there were shops that had their own very large kiln and gave lessons and sold all sorts of molds and paints. You could take your own painted pieces and pay a small fee to have it "fired".
Almost everybody put their initials and dates on their pieces.
A lot of these Christmas trees are still around and placed up for sale in the holidays.
I agree with the other posters that he is most likely hand made/painted.
I have seen identical facial features on others when I thrift.
Gnomes are still fairly popular especially in the spring for people planning their gardens.
If you search eBay or Etsy for Garden Gnome you will see comparables.
