It could be aphids. Use insecticidal soap. It kills all kinds of insects.

I guess an infestation always has to start with one egg, but I have truly never seen just one "egg" on a plant before.

It almost looks like a spider started weaving a web and gave up.

I can't say for sure, but it looks like a lacewing egg which are beneficial insects! They eat insects like aphids.
