When was this tray made and is it silverplate or sterling silver?

The best way to confirm this is to take to a professional. There are test they can preform to test the type of metal, and give you the value!
This may be a Tonder mark:

Check to see if yours matches.
If the other marks are ESPN it is silver plated. I cannot see/read them from the photo.
Not sure of the age, it would need more research.
I have recently seen a small uptick in sales of these large trays on eBay, which I find shocking as in the past when I have tried to sell them, I could not give them away for $1.00. I inherited a bunch of them and will need to dig them back out to relook at mine if the market is changing on them.
Post back what you learn. Thanks for sharing.
I could not find this exact ship on any of my research sites so it is a mystery to me.
When I happen to have something like this that I'm not sure of the value, I generally head to a couple of nice pawn shops and ask them to tell me what it is and how much will they pay me for it. Write down whatever they tell you and go to at least one more shop - preferably at least 3.
so first I point you at 2 site where people as a hobby ponder and study these things

I agree that it could be a Denmar Tonder mark. Apparently different nationalities and at times shipping industries has their own silver, hence their own logos.
As far as silver v/ silver-plated, if it doesn't say 'sterling' chances are it is not. You can however test it at home by putting a bit of nitric acid and see if froths and turns white (if it does, it is silver) other ideas: treasurepursuits.com/
