This plant at first glance looks like a rosemary bush, but on closer examination you can tell the leaves are more pine needle like and the branches of the bush are thinner. The weight of the leaves causes it to grow almost like a fern hanging over other plants. It has invaded my jasmine plant and my aloe vera plant!
When i tried to pull this one clump out the root system had numerous bulbs underground. The roots looked like they had swallowed something, like in a cartoon how water bulges in a straw, all throughout the massive root system. The bulbs also had a very gross smell, like rotting skunk meat. That plant has since re-emerged since I clearly missed some part of the root system :(

Without a pix it is hard to tell...you might have a bird (or animal) seeded pursalane.

If that isn't what you have, you may want take a few snips to your local garden center or hardware store and I am sure they can help...at least ours always can since they have seen it all!
My only small soapbox plea is that I encourage people to use herbicides carefully as they can wreck havoc on the ecosystem and can be harmful to pets, strays, and small children. Even some of the "home" remedies like bleach can be dangerous if not used correctly.
Once you verify what you have, there are (ALMOST) always safe and natural solutions (like the vinegar) that was suggested, that work. Knowing what it is is first, then finding the best natural anecdote to be rid of it...as some things work better than others depending on what you have!
