I'm freaking out. I have 12 days until my birthday and I have no idea what to do. I need help and something that will wow and make people want to come. It needs to be cheap, but fun. Any ideas?

Bowling and pizza are inexpensive. Renting a movie to show at home and making English muffin pizzas is even cheaper. Both are fun.
How about a cooking party?
If you have ever watched the TV shows like Iron Chef or Chopped these are fun parties boys and girls can enjoy together. Personally I think Chopped is fun because they use wacky ingredients to make the meals. Check one out if you haven't seen it:

You could have 2-3 people compete, 2-3 people be judges, then everyone eat the food and help clean up!
Being that the food is part of the fun, it keeps the costs down. You could use fun ingredients like potato chips or pretzels or ice cream or cake in your "basket". Have a lovely birthday and no matter what you do....ENJOY!!!
When I was your age, music, visuals and food just wowed my friends and I every time... as long as the crowd was good. I think you'll have an easy time achieving a good time with the right people and a good speaker system ;) Enjoy!
Depending where you live, if you have a pool in your community you can have a pool party. Bring finger foods like chips, snacks and pizza with some music.
You can have a party at home, look for Little Caesar's Pizza ($5 for a Large) and some chips, sodas
