My mom is turning 46 tomorrow and I'm broke with ten bucks to spare. My mom, probably along with other moms, as well, says that she either doesn't want anything, or that she doesn't know what she wants. I need help.

You could take or use an appropriate photo or family photo she might like and have it enlarged at a photo booth (drug stores are great for this) and frame it for her..I love those type of things as a mom!They are one of a kind gifts!
Making a meal or dessert FOR her so she doesn't need to on her birthday is a thoughtful gift for most overworked/under-appreciated moms...add a little candle or wildflower centerpiece to the table and make sure YOU do all the clean up and tell her to just relax, might be very appreciated as well.
A card with a promise of a "Mom Date" to go somewhere together (picnic in a park, local museum or art center, etc) is nice to look forward to as well. My kids know that these are the 'gifts' I enjoy the most. Time together means a lot to a parent.

Make your mom a "Thank You Jar" with all the little things you appreciate about her. Or a coupon book where you mow her lawn, take her to a movie, cook a weeks worth of food ahead, etc.
As a mom, I would really appreciate a special dinner cooked for me, and a birthday cake. You would not need to purchase special groceries. Cook what is in the house! Make a card, and find flowers from your yard, or wild flowers for a centerpiece. Mom's love flowers.
The best gifts don't require money, as you see from the various / numerous responses to your inquiry, Phoebsters. Make something - anything - and I'm sure she'd be delighted. Promise yourself to tell her you love her once a week. Just think of all the ways you could make her life easier, not just on her birthday, but all year long.
My daughter got me something I loved for my birthday. She had a friend take a picture of her on the beach. she picked up little pieces of sand washed glass and a few shells and painted an inexpensive picture frame. She glued the glass and shells from the beach on the frame and added the picture. It turned out so cute! It will be my favorite for a long time. Cost less than $5.
Best birthday gift I ever got from my boys is a picture of the 2 of them in a nice frame that they hung on the wall for me.

You could maybe make something, show her that you love her by making something with love, maybe a jar with notes inside about how special she is and each dayside has to read one. I came up with this idea an I'm only ten, if your older than me than I guess you could come up with much greater ideas
