One of the best low budget parties Ive been to was at a free farmer's market that had free live music. Its oudoorsy, its fun, its free :)
I would take advantage of the nice weather and go to a beach or pool. Pack sandwiches and drinks. Go back to your house for cake and ice cream.
You can still have a nice party and be on a budget. It is all about who you invite and the entertainment you all have with each other.
Perhaps a nice pool party. Easy food like pizza, chips, finger foods.
Why not invite your friends over for a bring-a-dish party? Let everyone bring something and you can furnish the drinks and a cake.
