A friend has dire need of having a catalpa tree taken down. It is huge. His budget is very very tight. Has anyone found a cheap, free, creative way to handle such a dilemma? It would involve wires (electric and phone). However it is a healthy tree so it would not be considered as a danger that needed to be removed by the utility companies.

You could put an ad in Craigslist or Freecycle offering the lumber in exchange for the removal of the tree
Tree removal is tricky when wires are involved. I would ask the local utilities that would be impacted what they recommend.
Something else to think about if the tree is half on a public right way and your yard and the utilities are on public land you may need to talk to your boro or local government to see what they recommend.
I live in a tree city community and we have a million rules about tree removal so unless it is 100% on your property, you need to follow their rules. In our case it was in our favor as the borough's paid 1/2 of the removal because the roots were damaging public right of way land.
where i live (more rural) people do that by themselves with chainsaws. They cut off the branches first then cut off the rest of the trunk in parts.
I'm with Judy here, ask freecycle/craigsist see what comes up as this is dangerous work
