I think you will have to ask your question at a local farm store or ask on one of the farm equipment forums.
It looks like your piece has a lot of pieces missing and is not in very good condition and, even if the pieces are old, having all the parts is still important when listing something for sale.

I don't know maker or age, but it appears to have been motorized at some point. The plate on the top front, and the pulley arrangement by the right wheel along with the handle connection to the pulley part, make me think that at some point, a motor was mounted onto the front plate and a belt would connect to the pulley to drive the wheels..

The whole thing makes me think it is NOT as old as some would think. But I do believe it is an example of an old power tiller/cultivator.

Maybe this is a digging plow to cultivate something (two-in-one plow, but parts are missing). I think a horse or mule was hooked to this plow like in this this photo
