If the artist is Robert Cox then you may have a valuable painting but it may take a qualified appraiser to verify the age and value.

You can always try for more information on one of these sites but they will want more pictures and more information. When it is a painting most appraisers want to see it first hand as pictures do not tell very much about a painting.

Where was it found? I really see very little that indicates this note is information about this painting.
Does it have anything to do with this painting or perhaps another painting. Why have this much information and not name the artist?

The style and date of this painting indicate it is from the "aesthetic movement," a late nineteenth century movement that championed pure beauty and art-for-arts sake. It emphasized the visual and sensual qualities of art and design over practical or moral ones. It is well done (in my amateur opinion), and unsigned pieces might fetch $100 USD or more if ebay is any indication.
It is a sentimental value. That means it has no real value. You could probably get $40-$50 where I live.
Can you state what the signature says and if the person is a family member? Sentimental value means so many things. If it was a famous artist that painted it for a beau, that could make it worth a lot. Or if granny painted it, then less. It helps to know some of the background.
What else are you looking to know about it?
Do you know what the person who wrote the note is taking about front picture? Was this painted over something?

Maybe it's a little difficult to understand the artist's signature (an additional photo of the signature would help a lot), but it clearly says Rox, maybe C. Rox, but definitely not R. Cox.
The paper says it's oil painting 1895.
