So, I make clay face plushies. and I saw this beautiful lady who I named Juliet. I was wondering where she came from and what brand she is. There is no tag on her. I could only think maybe she was homemade, But I am not sure though. I have no idea if she was made within the USA or outside of the USA. Or, made in someone's home. She has a gold mesh piece on top of her head with a bunch of clumped together white mesh. I just really want to know what she is.

She is lovely! But sometimes it's very difficult identify vintage plush toys without labels. I have not yet been able to find the same plushie, but I will continue to search.
Your plushie has an stitched nose, but this is not an obvious indication that she is handmade. Teddy bears made by Chiltern have the same stitched noses. For example, one of these bears was sold for approximately $72.96 www.ebay.com/
Here is another Chiltern teddy bear 1930s with an stitched nose www.pinterest.com/
The Chiltern trademark was first registered in 1924. Named after the Chiltern Hills in Buckinghamshire where the factory was situated in a town called Chesham the Chiltern Toy Co it today started manufacturing its first bears in 1915, although it had been making other toys earlier than this. www.bourtonbears.com/
Merrythought bears have stitched noses too www.pinterest.com/
Merrythought bears identifying features are:
Vertically stitched nose with downward outer stitches
Ears set wide apart and sewn into facial seam flat.
You describe something on her head, but a photograph of it would help better. Also a photo of this plushie without a dress would help too.
This definitely looks homemade because of the clothing, and square nose instead of round.
Perhaps these websites will help you identify your plushie:
