I sometimes teach eBay classes and people are always looking for a way to remove the 'price' marks that many thrift stores place on the soles of new/used shoes.
But there are many reasons for wanting to remove ink marker spots/stains.

In your case where the ink stain is on the soles of shoes, there are several ways you can try but the following is what I always try first:
For DIY I use nail polish remover and a dryer sheet:
you can use cotton balls or q-tips to rub the nail polish remover on the sharpie stain and then rub it with a dryer sheet that has been wet with polish remover.

This will usually remove the stain but sometimes permanent ink stains can be difficult to remove.

If this method doesn't work or you just want to try something else then it may be best to use Goo Gone. Goo Gone can be messy so start with a small amount or use the spray bottle. Cover the stain and wait 10-30 minutes to give the Goo Gone time to soak in. You may need to add more Goo Gone as this needs to stay slightly moist during the 'waiting' period.
Wipe off the Goo Gone with disposable cloths and then carefully rinse with water or soap & water. Try to remove all of the product.
This method may also take several 'cleanings' to remove all of the stains.

This is added to my answer, for cleaning soles of shoes, Use "Goo Gone" this product is great and can be used on so much more.

An old toothbrush dipped in some rubbing alcohol and brushing hard, should take out the ink. May have to repeat. Good luck.

Use alcohol-based hairspray. It will successfully remove a ballpoint ink stain.

The sooner you try to remove the ink spot, the more successful you will be. An ink spot that has been on a rubber item for a long time may be impossible to remove, however, you may be able to lighten it up so that it isnt as noticeable.

Spray an all purpose degreaser on the rubber, leave it there for five minutes. Then wipe it off using a clean white towel, rinse the rubber. You can repeat this if necessary.
Try a rubber stamp cleaner to the rubber.
