Why would the 110 power be going on and off different times of day? When we go to the stove and turn on any surface burner, the power returns to the wall sockets that have had no power.

There seems to be a number of issues here that will require an electrician to troubleshoot on-site.
Your stove should be on its own two pole breaker (240 volt). Your receptacles should be on a separate single pole breaker (120 volt). If wired that way, then turning on the surface burner could only effect the receptacle circuit back at the panel.
Flowing electricity generates heat. The more current flowing, the more heat needing dissapated. I suppose it is possible that the heat from this current flow could be warming up your neutral bus and allowing a loose connection to make continuity.
I would have the electrician begin by making sure that all the terminations on my neutral bus were tight. I would also have the electrician verify that the stove is on its own circuit.
