Here is my 10 month old German Shepherd. Can you please tell me if he is pure bred and also about how to make him fluffy? He is very skinny. He always loves to play and is very active.

He looks purebred. Only a DNA will tell you for sure. If the vet thinks he is too thin you can give him a higher caloric food.
The dog does look like a purebred German Shepherd. However, the owner of the parents should have papers for the dogs if they are purebred or not.

He looks like he is most if not all Shepherd. Have you had the vet weigh in? The vet can see teeth and bone structure I can't see to give you the best guesstimate.
Also talk to the vet about his diet which may help fatten him up and get the fur to fluff a little. "Fluffy fur" is genetic (I have read that long hair GS comes from a recessive gene that they are trying to make more prominent). Depends on what mix your baby is if the fur will get long (fluffy).
In general, for shiny/healthy fur, as the vet if you can add a little oil to the food (or if the vet suggests a supplement to help).
Every dog is different. We can't give oil to our fur boy as it gives him pancreatitis...so do not do this without vet approval!

Some dogs are on the thinner side when they are young. You could try giving him a little more food. be sure it is a balanced food for dogs. Your dog looks like a purebred german shepard to me.
