I don't believe it is a plow. My husband thinks its just a portion of something else. We have several old plows and it looks nothing like any of them.
This looks like part of an antique road scrape.
I think it is part of a cultivator
I feel sure the flat part is for leveling of some sort but no clue as to what.

I'm going with seeder since there are no teeth for plowing and the single handle implies relatively light work. The bag or can of seeds would be fastened to the left where the spikes are and the flat spreader part would follow seed dispersal to cover them with soil.
