We are trying to adopt this beautiful dog and our apartment has a restricted dog list, German Shepherd is on it. She is about 25-30 lbs and only has the black nose. She is also one year old. Is she mixed with German Shepherd?

I do not see shepherd in your dog. You can get a DNA kit from the major pet stores that will tell you what the breeding is. It usually costs about $80 and take 3 weeks or so to come back. The dog is clearly NOT a shepherd. But of course it comes down to what the manager says. Try getting a Vets' opinion or an opinion from the shelter that may carry some weight. If I had to guess I would say this dog is a chow mix. Hope that is not on the list. Good luck
It is clearly not a German Shepherd. The dog is a mixed breed. You can try, but I doubt any vet would be willing to say this is a German Shepherd. I'm sorry.
I might have misunderstood. Is the list for dogs you are allowed to have, or aren't allowed to have? Either way, it isn't a German Shepherd.
