To design your logo, you can try a site like canva. I used it when I set up my Etsy shop a few years ago. The site was pretty easy to use and for my purposes was free. They will spam you with a ton of junk email, but I was OK with that. I haven't checked to see if it is still free. Here is the website:
My suggestion would be to keep your name simple like KBA Jewelry Creations
The domain name is still available so if you go that route, you will want to buy it (I suggest the .com and .net versions.)

Maybe do the north carolina logo with the NC in blue but use your initials with the word "jewels" beneath
