My kid is 10 years old and wants to earn money because she is tired of being broke. What job is best, that is safe and good for her to do?

It depends on your neighborhood as to how safe it is. Have her make up flyers to distribute door to door. Some examples might be:
Running errands (to the store, etc.). Pet sitting or feeding while owners are on vacation. Yard work (Weeding flower beds and gardens. Helping plant flowers.). These are good if you have some elderly neighbors that need a little help. But sometimes they don't have much money.
Do you have an elderly neighbor who could use a little help with his/her dishes, weeding the garden or even reading the newspaper and doing jigsaw puzzles? My youngest son did the last two ideas when he was a boy and earned 5.00 a week.
Kudos to the kid for wanting to work! (It's almost unheard of these days.)
What CAN she do? Dishes? Vacuuming? Light household chores? Many married people with both partners working would welcome a little extra help around the house. Single professionals, too! Safety is a concern, I understand, but do you live in the heart of a big city or in the suburbs or in a small town? Could she knock on doors in the neighbourhood, introduce herself and give people flyers listing what she would do and her hourly rate?
Would she be interested in taking the babysitting course and offering that as a service, too?

Does she like to walk dogs in the neighborhood? What about the standard lemonade and cookie stand? Is there a craft she makes that could sell at flea markets? Best wishes!
