John Deere Mower Won't Start?

I have a John Deere mower with a 19.5 Briggs that won't start. It is model 31P677. It is not getting any gas from carb. I replaced the carb gasket and needle valve, pulled apart and cleaned all ports, adjusted valves in 4 ex 6, and it still won't start. Any ideas?
