I have a L130 John Deere that will turn over, but not start. I've tested the fuel pump and it is working, fuel filter was replaced last year, it has a brand new battery, and I have spark. The air filter is also clean. Any suggestions?

Yes, your starter just may be the problem, or ignition switch!
There are several reason why this will happen. If the mower sat for a long period o time with gas in the tank the gas in the tank will be bad and need to be flushed out and cleaned.
If gas was sitting there for a long time it can cause stale gas leads which will clog the carburetor.
Even tough the fuel filter was changed last year if the gas is dirty the fuel filter will clog again and you need a new one.
Check the spark plugs to make sure they are new and there are not dirty. Even if you say you are getting spark the spark plugs can be dirty or not in good condition which will prevent the mower from turning over.
Maybe the gas is a little dirty (from setting over winter?) or just a speck in the jet can cause problems and sometimes just a little 'boost' will get it past that point.
Maybe try a spray of Engine Starter Fluid from most any large store or hardware store or auto parts.
