The pull cord on my Toro lawnmower pulls out, but has no tension. The cord is not broken. Thanks in advance.

Take it apart.
There is a hex assembly that mounts on a cast plate that has 4 bearings that slide into position when you pull the rope.
Your best bet is to take the whole assembly off, noting that it loosens the opposite direction that the rope pulls (usually left hand thread.
Make sure you brace the engine from rotating against the steel cast part, not the aluminum fins.
When you have it apart, polish the shaft above the threads. This is what Tom was mentioning that squeaks.
Take the small screws out of the cap, clean inside with the bearings and re-assemble.
Should take less than 30 minutes. You do not need to take anything apart on the recoil assembly.

My lawn mower cord retracts, but the rectangular piece that the cord housing sits on turns. It has no tension and just spins. Consequently, the engine won't turn over. I believe the rectangular piece to be the flywheel or it is connected to the flywheel. It is in line with the center of the lawn mower blade, which is at the opposite end of the vertical assembly, with the rope at the top.

Your recoil spring is broken. As these can be dangerous item to replace, I recomend that you have it serviced by a qualified mechanic.
