Leaves in Our Vegetable Garden are Turning Yellow

Besides too much water, what could be causing my newly planted vegetable plants to start turning yellow and appear to have stunted growth. The soil is sandy and there is a lot of pine straw on the ground. I have not fertilized this year thinking there was too much already. Do I need lime?
