I dyed my hair black sometime last year and it hasn't really came out except for my roots. I want to go towards a lighter brown/blonde. Can a salon dye over it?

No. To go from dark to light is a two-step process. The dark color has to be lifted off, and the lighter color deposited. You cannot dye over it.
Whatever you try to do with your hair, when you have black, it is always best to not try home solutions and talk to a pro. They can tell you if your hair is healthy enough to do anything to it and if the process can even be done!
