How do I get my lilac to produce flowers?

Since it's already July 24th, unless you live up in the high mountains, I'm pretty sure it's already too late in the year for lilac blooms. But from what I've heard, lilacs like to be fertilized. If they DO bloom, cut off any dead blossoms as soon as they die off, so the bush will be better next year. (06/24/2009)

It's now May 7th, and my dwarf lilacs look dead! No leafs, no nothing! They've bloomed for the past 2 years. I never paid attention to the time of bloom before, but everything else in the yard is green and blooming! I can see they're not dead and are trying to turn green, but why so late?? Is this normal? There is one area on the bottom of on plant that turned green and bloomed!
My lilacs are blooming already, in Oregon. It might be that they didn't have the energy to bloom this year, or maybe a late frost killed all the buds. I'd try fertilizing the bushes and hope for the best for next year.
