They drop on my phone when I'm outside. They bite but I never broke out or irritated skin or anything. But I really wanna know what they are. Their so small you can't tell if they have wings or not I'm not sure.

The bugs you are describing are called no-see-ums (Leptoconops Torrens) which belong to the family Ceratopogonidae and are about 1/16-inch long. Some people call these sandfleas and they can be very harmful if they bite you. Apparently you aren't having any reaction to the bits you have received so far. Many people break out in red marks that will soon fill up with liquid from the bites. These bugs will pull a piece of your skin off in order to bite you to get to your blood. Where I live we use mint oil to protect our skin from these bits. The bugs don't like the mint oil smell and it makes it harder for them to bit your skin.
OUCH, these little insects measure up to the size of pepper grounds(tiny). They bite and leave there mark. They are called Midgets or No- See- Ums or Ceratopogonidae scientific name.
