How am I supposed to find my older half-brother when I only know his first name and his age. My mom only says that she tried talking to his mom to let me meet him, but that is it. My dad is not able to see him because my brother is only 16 and my dad has to wait until my brother is 18 for him to see him. Is there a way I can find out my half-brother's phone number so I can contact him because I really want to meet him, but his mom stands like a wall between us. Can you please help me?

Your situation is very sensitive and it sounds like both you and your older brother are quite young and your mom is at least considering having the two of you meet, but there are restrictions in place (you said your dad can't see him until he is 18).
Without knowing the situation and the restrictions, it is hard to say if your mom has legal or other reasons why she has to proceed the way she is proceeding. But it is important that everyone be on the same page to help reduce the emotional pain of the situation.
Is it possible that maybe you and your mom could talk to someone (like if you belong to a religious organization, a leader there) or a counselor at your school or another trusted third party so you can all work together in this reunification?
I have seen families reunite and all goes well and I have seen some that didn't go so well because they needed to have been handled carefully with a lot of thought and pre-planning. You can search his name on social media, chances are you will find him there. Though, I may want to grant those wishes of waiting until he's 18 (in 2 years), then he will legal and have his own rights.
My father is constricted to that rule only because him and my older brother,Austin are father son related. My mom is not because my dad married her after he found out that Austin's mom wanted my dad for his money.
This sounds like a very sensitive issue and one where many people's feelings are involved, and possibly even some legal considerations as it sounds like you and your brother are under 18.
If you can, I urge you to try to work closely with your mom to talk about this. If she is not understanding your needs, you could ask to have another adult there...like a school guidance counselor or someone from your religious organization or an aunt or uncle or grandparent....someone who can help mediate a conversation.
Reuniting families is something very delicate and since it sounds like you really want to have a good relationship with your older brother, it is important to get the process off on the right foot.
While I feel your anxiousness and need to connect with your brother, if you are able, before you go out and find him on social media, try to work with your family first.

Thank you for the prayers. However, I am homeschooled and my step dad is the only one who was with my mom when she called his mom. Also, he is always busy with my second youngest sibling.

the awesome thing about pipl.com is that you have plenty of info to find him! All you need to do is know your dad's full name, or the mother's full name, and where they live, and when you plug them into pipl.com it will spit out a list of people but most importantly it will spit out everyone who is related or affiliated to them!
So if your dad's name is 'James Burke from MN' and you put it in there, it will show a James Burke 49 years old (let's say) - associated with (let's say your brother's name is Jason) Jason Burke, 16. So then right away you learn his last name
I don't understand why you don't know his last name if he's your dad's son but you can do the same thing with the mother (you DO know her name, right, and where they live?) let's say 'Sylvia Plath in MN' and you look for all the Sylvia Plaths and one has associated with her 'Jason Sweeney - 16' then you know most likely he's the one
once you have first and last name you've got it made
eventually you probably do need to pay the $3 - $10 whatever it is on intelius etc to get actual contact info but if he's busy online you could google his name "Jason Sweeney + gmail.com" or 'Jason Sweeney + email OR phone" and see what comes up. Pipl will give you the info as well usually
