If you are looking for someplace to give your used Christmas cards or birthday cards and that sort of thing, you might contact your local elementary schools, daycare centers, Sunday schools, or clubs like Brownies. Cards can be used for a variety of crafts. I do not know of any place that will recycle them in any other way.
