My dog has a lump on his neck. We took him to a vet a year ago and were told it was a wart. It now has a strange hard substance coming out of it, it's almost as though it's oozing pus, but the pus is black and hard.

I would say he needs to go to the vet. Until you get him there, keep it clean and dry (don't let him in ponds, creeks and such). You might try applying a warm compress several times a day.
Please don't take any chances and go to the vet. This lump seems to be worsening in its symptoms.
This doesn't look like a wart any longer. I think it has popped open and has dome puss down inside that has been there for a very long time. He could have something in there that was embedded in his skin.
I think you should take your dog to a vet and have it looked at, sounds like it is an open wound and should be drained and get some type of medication for it.
