Back in the day, you could buy powdered milk with different fat contents. Well, you still can today, but it's a lot harder to find anything besides nonfat than it used to be and a lot more expensive as well. Google "Dry Whole Milk" (which is what full cream powdered milk is) and you'll find it.
Look for Nido milk, which is sold online and at Walmart...this has the fat content of whole milk when reconstituted. Also, look for Parents Choice, which costs 1/3 less than Nido...and is equivalent to about 2% milk. But the butterfat in Parents Choice is replaced with veg oil, so it is healthier than the saturated fat in regular milk.
7/20/19 - King Arthur Flour sells what they call baker's special dry milk. I have used in my baking recipes with good results. You can order over the phone at 1-800-827-6836. Hope this helps.
Just my 5¢. My no fat, low sugar chocolate ice cream. 3 cups water. 1 1/3 cup instant non fat milk powder. 1/2 cup Nestle Quick.
