I need to dye a pair of cloth red devil horns white for a Halloween costume. Does anyone know how I can do this?

I dont think you can do this. You can cover them with white fabric.
So, this comes from a friend whose late mom did something similar years ago...she spray painted a fabric vest to be the color she wanted it for a grandchild's Halloween costume--apparently if you are careful and don't look at it up close, it works out pretty good.
She turned a white vest brown for a cowboy costume. This is the same lovely lady (may she rest in peace) who spray painted lamp shades to match bedspreads and book cases to match carpet. My friend always said if she didn't know better she thought her mom had stock in spray paint.
Be sure to do it outside and leave it out to get the bad smell out!

Sounds like Pghgirl has the best solution and the only thing I can add is that in similar "painting" situations, I found that sometimes the spray paint "bleeds" into the rest of the garment/object.
It did this even though I took great pains to seal off the intended area so I purchased a small roll of "painters" tape and taped it where I did not want paint to bleed and then covered the rest of the garment/object with old cloths (I keep old sheets (usually found in thrift stores marked "plant covers") for protection. I used painter's tape because it is so easy to remove but duck tape can be used - just remember to remove after paint is dry and not leave it on more than a few days or it will get "sticky".
Usually you can use almost any kind of paint but I have always (for something temporary like this) used the cheapest spray can and sprayed several coats (letting dry in between coats).
Be sure to do it outside and usually better to paint in the morning before any winds pick up.
