I am looking into making a jewelry tree out of my mom's jewelry. I noticed from the pictures on Pinterest, the jewelry is mounted in frames. Could they work in a shadow box? My mom passed away in January, 2022 and I want to protect the jewelry pieces as much as possible. Thank you.

If I may offer one suggestion. I understand this is something very sentimental you want to do and make and will help your mom's memory always be for a blessing, but I before you make the pieces into something, go through them carefully and look for markings for 8-24 K gold (not RGF or GF which are rolled gold filled or gold filled which have no value) and sterling silver or 925 or any numbers like that (825, 95, 725 for example).
Gold and silver are still commanding value in the "scrap" world and for heirloom jewelry sellers. You could theoretically be gluing thousands of dollars worth of items to a board.
Also look for markings of the "good" costume sellers like Monet, Trifairi, Sarah Conventry and the like because they also hold a lot of value and are highly collectible.
Other than that, the others have given you great suggestions for wear to start. Pins work well when just pinned to velvet background which could be then glued to a board in your shadow box.
Gorilla glue is a pretty decent glue for other pieces.

Sounds like a neat idea.
You do not mention what type or size of the jewelry, so keep in mind the size and type so you will know how deep the box has to be.
I have seen very pretty DIY keepsake jewelry displayed in a deeper picture frame. but these will not hold chunky jewelry without alterations.

There are open shadow boxes but very few will have a glass front.
You can buy ready-made boxes or make one yourself.

It's a good idea to lay your jewelry flat so you decide how it looks best before you start setting it in the display.
