You can always cut a thin piece of plywood to fit the top of the table . If it is a puzzle you are doing you can always lift it off of the table with out disturbing the puzzle pieces. Home Depot has plywood and would cut it to your measurements for free.
It all depends on how much money / time you want to spend on making such a board. Of course, the easiest and fastest way is to use a cork board.

Get a scrap piece of 1/2 inches board. Cut it down.
Wrap decorative duct tape around edges or glue strips of board or thick cardboard around the edges to stop items from falling out.
Screw a couple handles onto the short sides. It's cheap and fast.
