An unusual painting technique to get that 3D effect.
Approximate Time: 20 - 30 minutes
Supplies:
sheet of paper
white glue
craft paint

Instructions:
Pour some white glue into two small bowls. Add a little paint (one color per bowl) to the glue in each bowl. Stir both to tint the glue.
Pull wisps of fluff from the cotton and place several into each bowl. Move the cotton wisps through the paint and glue mixture to color the cotton.
Place the colored cotton onto the sheet of paper. Use your fingers to push, pull, and separate the cotton, spreading it over the paper to create a design. Cotton will dry rock solid and your creation will have a 3D effect.
I like this idea, and to make it more dimensional, why not add cotton stuffing beneath the large pieces. I always save the cotton from medicine and vitamin bottles.

I'd also use colored foam sheeting rather than paper as a backing so it won't so easily absorb the color. : )
