I am looking for the instructions/user manual for a Good Housekeeper Singer sewing machine 400E. The number T-10017 was also below the other one, not sure which is the model number.
My parents also said it was about 50 years old. Can someone tell me where I might find a manual for this sewing machine?

This is what is called a 'badged' sewing machine and was made in Japan mostly during the 1940's.

I'm not sure if you are seeing the Singer name or if this is from 'hearsay' but most of the Good Housekeeper clones/badged machines were either White/Husqvarna/Viking. You might try either one of these company websites and ask about your machine. They may need a picture (try to take a better picture that shows details more clearly and also pictures of any names or numbers listed anywhere on the machine.
Information:
"Good Housekeeper has nothing to do with Good Housekeeping magazine."
You can probably find a manual on this site and also other information. The manual will not be free but well worth the cost.

You can find out a lot about your machine if you join sites/forums that specialize in antique/vintage sewing machines:

vintage Japanese sewing machine groups on Yahoo.
This is a YouTube video you might watch just in case you are having problems threading your machine.

I didn't find your machine listed in the manuals on the Singer sewing machine website, but found this site that has manuals for several Singer sewing machines, so you might find it there:
There are a few places that have manuals for this machine , even vintage. You can contact the the maker Singer- www.singer.com/
The only one that I can find and others can find is listed here on this site. download-pdfs.com/
Contact Singer directly at their website. www.singer.com/
