Without a photo of the hallmark we can only guess.
I did not find the mark 81, but there is 84. Perhaps the number 4 is not clearly visible.
84 - zolotnik fineness = .875
84 met with silver from many countries, for example, Estonia, Finland, France, Iran, Poland, Russia

Sterling silver is 92.5% pure. It is stamped .925. Perhaps the 81 means your piece is 81% silver. Im not sure about the other marks

It always helps with research if you show a picture of the marks instead of just writing them as everything about the writing/marks means something when doing research.
You can probably take this to a couple of pawn shops and find out what the marks stand for.

A Touch of Santa Fe was founded in 1993 in Albuquerque, New Mexico.
If you didnt make a mistake and your pendant doesnt have the IFS mark, then it cannot be Israel Freeman & Sons, since they had IFS hallmark.
This seller made a mistake and wrote ISF instead of IFS, his Israel Freeman & Son dish has IFS mark www.ebay.com/
