I've checked the supply hoses, I've looked for hose kinks, I've even replaced the inlet valve. Short of calling a repair tech, what else could be the issue?

You may also need to check the screens on the washer water inlet valve.

One friend in particular has used the second link several times and was able to figure out the situation easily.
Unfortunately, most of the time her issues required service, but luckily the item was still under warranty!! If yours isn't under warranty and requires services, I always tell people to ask if there was a recall if your machine has a problem. I know from personal experience, that I have missed recalls for problems and had them occur. In those situations, you get a repair without charge!
Good luck!
