This means the person that is in jail on a 'bench warrant' is being 'recalled' because they have found something else to possibly charge them with. Since they are already being held it just means this will be added to their list of offenses.
The RCLD seems to have something to do with age so check this out at the jail.
Some of these codes can mean something slightly different in different states so you should ask your questions at your courthouse or your jail.

I believe the person is already being held in jail on a bench warrant and this code may be pertaining to this charge or some other charge so they do not have to be 'picked up' as they are already in jail waiting for the cases(s) to be heard.
It means they didn't bother to show up for court on the assigned day/time, so the judge issued a bench warrant . They will be picked up and held in jail with out bond until they go before the judge .
It means the judge has recalled or reopened it and you may need to go back to court. You need to consult an attorney.
