Pasta doubles in size when cooked. Use that as your guide.
I believe you should try to measure by how many serving you wish to have.
You will find slightly different measurements for dry cups to cooked cups but all are very near double. (elbows = macaroni)
Two servings = 1 cup; four servings = 2 cups; six servings = 3 cups; eight servings = 4 cups.
4 cups dry elbow macaroni = 9 cups cooked
Or
Elbows: 1/2 cup dry = 1 1/8 cup cooked
or
4 cups dry elbows = 8+ cups cooked

This is more a recipe question...so to give you examples, I have 2 I like one is for a 1 1/2 Q dish, one has to be cut in half...
Both have noodles/pasta in them (#2 is very yummy) BUT YOU MUST CUT IT IN HALF AS IT IS ORIGINALLY FOR A 3 Q DISH
