My father-in-law passed away 5 years ago and my mother-in-law is now moving on and cleaning out the closets in their house. She has bags and bags of 30 years worth of greeting cards and love notes. She would never let me cut them apart, but I think it would be nice to have all of the little notes in one place for her to keep close. I can scan them, then what?

Using a pretty colored paper, print out as many as you can on each page. It might help if you could put some kind of date reference on some of the pages. Then slip each page into a plastic sleeve and put them all in a binder.
As a genealogist, I see the cards and letters as history of part of the family that it would be a good idea to preserve. The lady at this website has lots of good information about archiving documents and photos. practicalarchivist.com/
